The “Evaluation Report on China's Intellectual Property Development in 2020”shows remarkable success achieved by China's intellectual property development

The evaluation index system of the report includes Evaluation Index System of National and Regional Intellectual Property Development and International Comparison Index System of Intellectual Property Development. The first one is composed of four first-level indicators including creation, application, protection and environment, which include 11 second-level indicators, 45 third-level indicators, and the latter consists of three first-level indicators, that is, intellectual property power, performance and environment, which include 9 second-level indicators, 33 third-level indicators. In consideration of the hysteresis of international data compared with domestic data to be public, and in order to comply with the principle of horizontal and vertical comparability, therefore select 2019 as the time window for this year's international comparison index data for the development of intellectual property rights.
It can be seen from the evaluation result of the report that the nationwide comprehensive development index of intellectual property has risen from the base value 100 in 2010 to 304.7 in 2020 with annual average growth of 11.8%. It indicates characteristics of four aspects, firstly, the IP creation power has remarkably developed ad creation quality and efficiency both achieved stable rise. Secondly, the application scale of intellectual property has gradually expanded, application efficiency has sharply increased. Thirdly, the IP juridical protection in China has been continuously increased, administrative protection has been comprehensively strengthened, and the effect of intellectual property protection has been remarkable. Fourthly, the IP legal system has been continuously improved, IP service capabilities have been greatly improved, and the awareness of IP protection has been significantly strengthened.

In terms of the regional evaluation, the comprehensive development index of intellectual property in Guangdong, Jiangsu, Beijing, Shanghai, Zhejiang and Shandong ranked the first six in 2020.
From the international comparison, the world ranking of China’s IP development level rose from 17th in 2015 to 8th in 2019, in which the IP power, performance and environment index respectively ranked 5th, 5th and 23rd in 2019.
