This revision mainly includes 7 aspects, including provisions on the implementation steps and methods of the essentially derived variety (EDV) system; expanding the scope of protection and protection links; extending the protection period; improving measures for handling infringement and counterfeiting cases; circumstances; increasing the provisions on penalties for dishonest behavior; and establishing a professional team for the protection of new plant varieties.

In 1997, the Regulations on the Protection of New Varieties of Plants was promulgated and implemented in China. Until now, 11 batches of lists for the protection of new agricultural plant varieties have been released, covering 191 plant species, with a total of 58,000 applications for new plant variety rights and 22,000 authorizations, ranking first among members of the International Convention for the Protection of New Varieties of Plants for five consecutive years. Since this year, together with the State Forestry and Grassland Administration and other relevant departments, the Ministry of Agriculture and Rural Affairs have revised the Regulations. This is also the first comprehensive revision since my country promulgated and implemented it in 1997.
