On April 26, 2022, "Chinese City Intellectual Property Index Report 2022" ("City Intellectual Property Index Report") was released in Beijing by the Research Group, which shows the top 10 intellectual property index in 2021 are: Beijing, Shenzhen, Shanghai, Guangzhou, Nanjing, Hangzhou, Chengdu, Wuhan, Hefei and Ningbo.

It can be found easily that most of the top 10 cities in the IP Index 2021 them are economically developed cities. In terms of territory, East China, such as Shanghai, Nanjing, Hangzhou, Hefei and Ningbo, has absolute advantages. Followed by South China, with Shenzhen and Guangzhou, and there is only one city in North China, Central China and Southwest China shortlisted, namely Beijing and Wuhan and Chengdu.

In accordance with the Report, the two major regions, East China and South China keep pace with each other on intellectual property protection and have significant dominating advantages in the 7 regions. In terms of seven regions, the scores of overall intellectual property index from high to low are East China, South China, Central China, North China, Southwest China, Northeast China, and Northwest China, in which the scores in East China, South China, Central China, and North China are all above the average, while the scores of ones in the Southwest, Northeast, and Northwest regions are lower than the average.

Meanwhile, the Report compared the four first-level indicators of intellectual property knowledge in seven regional cities: for the index of intellectual property output level, South China regional cities ranked first; for the index of intellectual property circulation level, cities in North China ranked first; for the index of intellectual property comprehensive performance and the intellectual property creation potential, cities in East China ranked first.

In addition, the Report found that the four major first-tier cities absolutely dominant in the level of intellectual property rights among sub-provincial and above cities in China, Beijing, Shenzhen, Shanghai, Guangzhou, Nanjing, Hangzhou, Chengdu, Wuhan are higher than the average among sub-provincial and above cities. Among the five municipalities with independent planning status, Shenzhen has shown as “one superpower and multiple strengths”, and the level of intellectual property rights in sub-provincial and above cities has a relatively prominent advantage. It can be seen, from the comprehensive comparison of the average score of the total intellectual property index, that sub-provincial and above cities rank first in intellectual level among the three types of cities, municipalities with independent planning status have prominent comparative advantage in the intellectual property innovation performance and provincial capitals. Beijing, Shenzhen and Shanghai are significant in intellectual property output level, Nanjing has taken the lead in IP output efficiency, Chengdu ranks first in intellectual property technology market, Taiyuan realizes intellectual property structure optimization, and Wuhan ranks top in both intellectual property business environment and Intellectual property protection index.

The "Chinese City Property Index Report 2022" focuses on cities, and investigates the development quality of intellectual property rights in different regions in China from the city level.
