CNIPA has continuously optimized the guidance system for handling overseas IP disputes and has supported the construction of 71 local sub-centers and 4 industrial sub-centers for overseas intellectual property dispute response guidance in 29 provinces (autonomous regions and municipalities) across the country. In 2024, a total of 886 guidance services were provided to various enterprises, helping them recover economic losses totaling RMB 14.15 billion. CNIPA has continued to improve its overseas risk early-warning mechanism, strengthened monitoring of disputes such as Section 337 investigations, cross-border e-commerce litigation, and malicious trademark registration, thereby enhancing the timeliness, initiative and accuracy of services for private enterprises. The State Council’s Regulations on Handling Foreign-Related Intellectual Property Disputes issued recently will take effect on May 1. CNIPA will fully implement these regulations, coordinate with relevant departments to refine the guidance mechanism for handling foreign-related IP disputes, and improve the level of foreign-related IP protection services to better support private enterprises and other innovators in global markets.
In terms of patent quality, as of the end of last year, China’s high-value invention patents reached 14 per 10,000 people, exceeding the target set in the 14th Five-Year Plan ahead of schedule. Valid invention patents in strategic emerging industries rose to 1.349 million, a 15.7% year-on-year increase. Among new patent applications from universities and research institutions, the proportion of invention patents grew to 70.4%.
In terms of commercialization progress, last year, patent transfers and licensing filings nationwide reached 613,000, up 29.9% year-on-year. Among these, filings by universities and research institutions hit 76,000, surging 39.1%, showing strong growth momentum.
