Third, to construct a system and mechanism to support comprehensive innovation. Fourth, to expand international exchanges and cooperation, support Beijing in accelerating its construction of a world-class science center, talent hub, and innovation hub, serving as a "contributor" to global scientific and technological progress and making new, greater contributions to accelerating China into a leading sci-tech country.
