Based on the 2021 China Patent Survey, the industrialization rate of invention patents in China has steadily increased with active transfer and conversion of patents, the industrialization rate of invention patents is significantly positively correlated with the investment in innovation, and the invention patent industrialization rate varies in different scale enterprises, which for small and micro enterprises is relatively low. Besides, the level of transfer and conversion of universities and scientific research units still needs to be improved.

1.The industrialization rate of invention patents has increased steadily

In 2021, the industrialization rate of invention patents in China was 35.4%, a year-on-year increase of 0.7%. From 2017 to 2021, the industrialization rate for invention patents in China remained above 30%, showing a steady rise trend in the past 3 years.

2. The proportion of invention patent licensing and transfer continued increasing

The survey shows that in 2021, China's invention patent licensing rate is 10.4%, a year-on-year increase of 2.5% and an increase of 3.4 percentage points from 2017. From 2018 to 2021, China's invention patent licensing rate showed an overall upward trend.

The survey shows that in 2021, my country's invention patent transfer rate is 7.4%, a year-on-year increase of 1.2% and an increase of 1.7% than 2017.The invention patent transfer rate in China has increased steadily from 2018 to 2021.

3. Patent transfer and transformation remain active

Based on the industrialization rate and industrialization income and the relevant data on the transfer and transformation of invention patents, such as licensing, assignment, and assets into share obtained from China's patent investigation, integrate administrative records such as the export value of intellectual property royalties and the amount of patent pledge financing, construct the PTI index, therefore, the active degree of patent transfer and transformation in China can be comprehensively reflected.

After measurements and calculations, in 2021, the PTI index of China was in a reasonable range, showing activeness of the overall patent transfer and transformation activities. Compared with the last year, the PTI index decreased by 2.5, which indicated a slight weakening of the expansion. In terms of further analysis for the sub-indices, the rate of patent industrialization, patent licensing, transfer, and shareholding ratio have increased, the amount of patent pledge financing and the export value of intellectual property royalties have maintained rapid growth; the average income of patent industrialization has decreased than that of last year, leading to a decrease in the PTI index in 2021 compared with the previous year.

4. Patent industrialization has made positive contributions to enterprises operation activities

Invention patents make a greater contribution to the sales or profits of the patented product. In terms of different types of patents, patentees believed that invention patents have a relatively greater contribution to the sales or profits of patented products than that of other types of patents, accounting for 66.9% in total, which is higher 10.3% than that of utility model patents and 17.5% than that of design patents.
