CNIPA holds the special press conference on the "Decade of Intellectual Property Rights"

As of September 2022, the high-value invention patents examination has been reduced to 13 months, the average examination period for invention patents has been reduced to 16.5 months, and the average review cycle for trademark registration remains stable at 4 months. The "telecommunication" of certificates for the patent and trademark application, and the "handheld query" for announcements and bulletins have been implemented, and the first batch of intellectual property public service inventory list is centrally published, providing guidance for market players on convenient and efficient intellectual property services.

 

In the decade, the number of intellectual property creation and quality rose. From 2012 to 2021, a total of 3.953 million invention patents have been authorized by the CNIPA, an average annual increase of 13.8%, and a total of 35.563 million trademarks have been registered, an average annual increase of 25.5%. As of September 2022, the effective number of invention patents in China is 4.081 million, including 3.154 million domestic (Hong Kong, Macao and Taiwan are included) invention patents, 41.523 million certification trademark registrations, and a total of 2,495 geographical indication products approved. 6,992 geographical indication trademarks were registered as collective trademarks and certification trademarks, and 59,000 pieces of integrated circuit layout designs were approved. China's ranking has risen from 34th in 2012 to 11th in 2022 in the latest "Global Innovation Index Report" released by the World Intellectual Property Organization, a steady increase for 10 consecutive years, ranking first among middle- and high-income economies. Among the world's five major science and technology clusters, China took up two places with more active technology and innovation.

 

In the decade, the benefits of intellectual property have increasingly appeared. From 2012 to 2021, a total of 310 China Patent Gold Awards have been awarded, and the new sales of award-winning projects have exceeded 2.5 trillion yuan. In the Brand Finance's Top 500 Most Valuable Global Brands in 2022, China accounts for 84, an increase of 52 from 2012, with a total value of US$1.6 trillion. As of September 2022, there are 20,000 market entities using specific signs for geographical indications, and the annual direct output value of geographical indication products have exceeded 700 billion yuan. From 2012 to 2021, China's total import and export of intellectual property rights fees haven been up to 2.19 trillion yuan in total, with an average annual growth rate of 13.7%, of which the average annual growth rate of exports was 31.2%, nearly 20 percentage points higher than the growth rate of imports. The amount of patent and trademark pledge financing reached 1.3 trillion yuan in total, with an average annual growth rate of 27.2%, the Intellectual property rights have strongly supported the development of innovative economy, brand economy, regional characteristic economy and open economy development.

 

In the decade, international cooperation in intellectual property has continued to deepen. The office of the World Intellectual Property Organization in China has been successfully established to provide Chinese users with services related to the international system at close range. The Beijing Treaty on Audiovisual Performances, the first treaty named after a Chinese city and signed in China was promoted to enter into force, China joined the Hague Agreement on the International Registration of Industrial Designs and the Marrakesh Treaty, becoming the firm safeguard of the international rules of intellectual property rights creators, important participants and active builders. The Agreement Between the Government of the People’ s Republic of China and the European Union on Cooperation and Protection of Geographical Indications was successfully signed, promoting the mutual recognition and protection of 244 geographical indication products between China and Europe.

 

Consecutively deepening the “Belt and Road” and BRICS intellectual property cooperation, deeply participating in the cooperation of the five offices of China, the United States, Europe, Japan and South Korea, continuously strengthening intellectual property exchanges with ASEAN, Africa and Latin America, and steadily expand the Patent Prosecution Highway (PPH) Cooperation, combining intellectual property rights to help poverty alleviation with the United Nations 2030 Agenda for Sustainable Development, supporting intellectual property capacity building in developing countries, hence, China's intellectual property " friend circle" continues to grow wider and wider.
