On July 24, it’s reported by CCTV News today that at the 2023 China Automobile Innovation Conference held on July 23, China Automobile Technology and Research Center Co., Ltd. and Peking University jointly released the "Blue Paper on Automotive Standard Essential Patents", which is China’s first systematic research report in this field.
According to reports, the "automotive standard essential patent" refers to a patent that must be used to implement a certain technical standard, and the performance is particularly prominent in the field of intelligent networked vehicles because the network connection function requires using wireless communication technology, which involves communication standards. essential patent license. The blue paper conducts systematic research on key issues such as current automotive standard essential patent licensing levels and licensing fee rates from aspects of the industry, policy, justice, and antitrust, and releases the first domestic mobile communication standard essential patent licensing in the automotive industry fee calculation model. The relevant person in charge of the Ministry of Industry and Information Technology stated in an interview with a CCTV reporter that the current automobile industry is transforming from mechanization to new energy and intelligent networking and is also accelerating the process of integration with advanced technologies such as artificial intelligence, big data, and cloud computing. However, at the same time, the ensuing cross-industry application of standard technologies and intellectual property rights has become increasingly obvious. Further, the Ministry of Industry and Information Technology will promote the rationalization and standardization of standard essential patents.
The "Intelligent Connected Vehicle Standard System" will be officially issued and implemented in the near future, speeding up the formulation of more than a dozen key and urgently needed standards, strengthening cross-industry and cross-field standard coordination, holding the "World Vehicle Regulation Coordination Forum", and deeply participating in the formulation and coordination of international standards and regulations, accelerating the launch of pilot projects for the access and on-road implementation of intelligent networked vehicles, supporting the commercial application of L3 and above autonomous driving functions, and promoting the increase in the loading rate of C-V2X terminals. In addition, on July 17, China FAW Science and Technology Innovation Base was officially launched for use, which is the first new energy-intelligent network connection park in China. It is reported that the base mentioned above is a new research and development base built by China FAW to break through the core technologies of new energy and intelligent network connection, including passive safety laboratory, intelligent network connection laboratory, and noise, vibration, and acoustic vibration laboratory. On July 22, Hefei University of Technology and Anhui University of Science & Technology recently held a signing ceremony for the joint training of the "Intelligent Connected New Energy Vehicle Innovation Class". In terms of the signed agreement content, starting from September this year, the two parties will carry out three sessions of joint training of undergraduates, which will jointly focus on the construction and development of emerging majors such as new energy vehicles, smart transportation, and intelligent vehicle engineering, the cultivation of top-notch innovative talents in the automotive field, and the independent research and development of key core technologies, further promote the integration of science and education, collaborative innovation, and deeply develop programs that are oriented to the urgent and future needs of the country. basic and applied research.
